«“Nation-states are a Western invention, naturally vulnerable to Western influence. Civilizations are an alternative to the West,” the Portuguese diplomat and scholar Bruno Maçães has written in Noema.

In his new book for Berggruen Press, “In Search Of Greater India,” Maçães explores what the light of Indian civilization that existed millennia before the advent of the nation-state might teach the modern West — and the rest of the world its dominance shaped for centuries.

He cites Carl Jung on the unenlightened and insecure person as an analogue for the national ego, which “projects the traits they repress or reject in themselves onto others, who as a result are transformed into convenient repositories of everything evil and ugly in the human personality. This is how world politics becomes a final confrontation between good and evil. The monsters we confront are the monsters we ourselves have created. And since they are all too ready to destroy us, we must be ready to destroy them. Until that final moment, one must wait, perhaps responsibly, but life is already haunted by annihilation.”

Countries’ Nationally Determined Contributions (NDCs) set targets, but targets don’t implement themselves—they require public choices about spending, taxation, subsidies, investment and risk. The budget is where climate goals are tested against real action.

The OECD’s Beyond Green Tagging, and the IMF’s guidance on climate-sensitive PFM, each point to the same gap: governments’ climate commitments often don’t match the fiscal systems used to plan, allocate, and account for public money. Yet global attention and negotiations tend to focus on how much climate financing is needed, where it will come from and whether countries are receiving enough support. Too little attention is paid to whether commitments are visible in the budget decisions that determine what is funded, what is taxed (or not), what is prioritized, and what is tracked—and whether spending is assessed for climate impact. A propósito da FALTA DE ÁGUA EM ALMADA muito se tem falado. Em andanças por  África já tivemos ocasiões em que sentimos profundamente o que isso significa. Não ter água para beber, nem para o resto. Com frequência dizemos que «água é tudo». Sentimos necessidade de trazer o assunto para aqui, para quem o desconhece ver como as Nações Unidas trata o PROBLEMA. Temos informação que nos permite que não nos  alheemos dos dramas que por esse mundo fora se vivem relacionados com a falta de água. E fazer o que está ao nosso alcance - desde logo, não a desperdiçar. Como sabemos também existem as catástrofes resultantes do excesso das tempestades. Das cheias ...

Naturalmente que o que está  acontecer em ALMADA

é resolúvel. Acontece numa SITUAÇÃO URBANA desenvolvida onde eventualmente a causa estará na falta do que vimos apelidando de «TECNOCRACIA COMPETENTE pilar da democracia». Bem vistas as coisas, até hoje não compreendemos as razões do que está a acontecer, nós que moramos em Lisboa. Mas há residentes em Almada que também não percebem o que se está viver e temos ouvido algumas pessoas porque andamos por lá devido ao Festival de Teatro de Almada que felizmente até hoje não tem sido afetado pelos «cortes». Neste quadro, pensamos ser útil divulgar a posição do PCP que acabámos de conhecer. É a seguinte, e a ideia é saber A VERDADE DOS FACTOS e com ela aprendermos:

Espero que a presente biografia estimule o aprofundamento de alguns aspetos menos conhecidos da sua obra, nomeadamente como engenheiro e professor, e como político e responsável pelo Ultramar, numa época particularmente conturbada e condicionante do futuro de Portugal, onde, em Moçambique, uma cidade recorda o seu nome.

«The theatres, galleries and other buildings owned or operated by the UK’s cultural organisations are essential national assets. They are also widely energy inefficient, ageing and in need of capital investment. Research commissioned by the Department for Culture, Media and Sport (DCMS) estimates the total value of necessary repair, maintenance and renewal work for public and third-sector cultural infrastructure in England alone is £7 billion – a scale of need that cannot currently be met by public funding alone.

This report provides evidence on real world energy and cost savings as well as the return on investment (ROI) from cultural retrofitting projects. It also identifies barriers and enablers of project success, to support understanding among cultural organisations, policymakers and funders involved in delivering these projects. Lastly, it explores whether the available returns could support a coordinated, strategic investment approach that could expedite projects and create scale in the level of funding available.

This research project was conceived by Figurative, a new, independent charity dedicated to supporting impact, investment and innovation in the cultural and creative sector, in partnership with Renew Culture, the organisation behind Theatre Green Book and Arts Green Book; Buro Happold, engineering and sustainability consultants; and MGAC, building consultants and quantity surveyors.
